OMG, how stupid of me. Thanks Epic, after you said turn off anti-virus. I forgot about it. yeah. my anti-virus was blocking me from downloading. problem FIX.

Try using a different web browser. It could also be anti-virus software blocking it. Only one way to find out is use a different computer on another internet connection and see if you have the same problem. Right now it is an isolated incident with you only.
